Notice about IUB 24/7 for company information:

The IUB is currently in the process of transitioning company and contact information to the new IUB 24/7 application. Some of the initial impacts to EFS include:

  • Shared username and password between IUB 24/7 and EFS.
  • Company and contact updates will be company managed in IUB 24/7.
  • All docket information, filings, and service list management will remain in EFS.
 
 
 

Welcome to the Iowa Utilities Board's Electronic Filing System (EFS). Use the links and the menu items on this page to search for documents filed with or issued by the IUB on or after January 2, 2009, or to make regulatory filings with the IUB.

Exceptions to the Electronic Filing Requirement

As provided by 199 IAC 14.2, electronic filing is mandatory as of January 2, 2009, with the following exceptions: (1) Filings made by any person who has been excused from the requirement by Board order; (2) Filings made in proceedings initiated before the effective date of the electronic filing requirement; (3) Informal consumer complaints; (4) Written objections to applications for electric transmission line franchises, pipeline permits, or hazardous liquid pipeline permits; (5) Comments from persons in any other proceeding in which comments from the public are permitted; (6) Payment of required fees. Any payment required at the time of filing of a document must be delivered to the Board's records and information center in person or by first-class mail or other delivery service. (199 IAC 14.4(1)-14.4(6)).

GIS Files in EFS

The IUB has expanded the file types accepted in the Electronic Filing System (EFS). Users can now submit, search, and download geographic information system (GIS) files. Unlike static PDFs or paper maps, electronic maps are interactive. Each person opening a GIS file can zoom in/out to view specific areas of the map. The newly accepted file formats are: kmz, kml, shp, shx, dbf, and prj.

Searching for Information

Information is organized in EFS by docket and filing and can be searched by anyone with a computer connection to the internet. A user ID is helpful in filing but is not needed to access any public information filed with the IUB as of January 2, 2009. Confidential information is not available through EFS.

The search menu items at the top of this page lead to searches for dockets, filings, documents, tariffs, and companies. Within each search type, there are several ways to narrow the search and limit the results returned. For more information on searching, visit How to Search in EFS.

The Summary of Orders and Filings search will return a list of many of the filings made with the IUB as well as all the orders issued by the IUB by date for a day or a time period since January 2, 2009.

Comments and Objections

Comments and objections may be:

  • submitted or filed using EFS;
  • sent by letter referencing the appropriate docket number and addressed to Iowa Utilities Board, 1375 E. Court Ave., Des Moines, IA 50319-0069; or
  • filed using an online comment form and selecting the docket of interest.

About EFS and IUB 24/7

How is EFS Organized?

EFS organizes documents in dockets and filings.

A docket is a set of one or more filings, each containing one or more documents. Docket types are intended to reflect the general content of the case and pertinent procedural characteristics. Click here for a list of docket types.

A filing is a set of one or more documents submitted together and related to a particular docket.

Documents are the heart of EFS. There are several ways to find public documents and several ways to narrow the search, including by docket, filing, document title, submitting party, or document type. For more information on searching, visit How to Search in EFS.

IUB 24/7 can be used to look up information about utility companies, while electronic versions of the tariff books for regulated companies can be found in EFS.

Registration and Account Information

As of November 2020, user registration and account information is managed in IUB 24/7. All users will need to sign up in IUB 24/7 to be able to file in EFS. The single account will be used for both IUB 24/7 and EFS
